dsh-prompt-balance：用字節數看清 system prompt 構成，並把操作協議放在規則塊之前

dsh-prompt-balance 是 DSH 社區插件，通過 system-prompt/assemble 記錄各 section 字節並 prepend operator-protocol，通過 agent/pre-step 注入身份 digest。支持 ~/.dsh/prompt-balance.json 配置 identity 與 gate，日誌寫入 ~/.dsh/prompt-balance.log。安裝：dsh plugin --profile desktop add dsh-prompt-balance。需 DSH kernel 0.2.1-rc.*+、Node 20+，MIT 許可。
