dsh-prompt-balance：用字节数看清 system prompt 构成，并把操作协议放在规则块之前

dsh-prompt-balance 是 DSH 社区插件，通过 system-prompt/assemble 记录各 section 字节并 prepend operator-protocol，通过 agent/pre-step 注入身份 digest。支持 ~/.dsh/prompt-balance.json 配置 identity 与 gate，日志写入 ~/.dsh/prompt-balance.log。安装：dsh plugin --profile desktop add dsh-prompt-balance。需 DSH kernel 0.2.1-rc.*+、Node 20+，MIT 许可。
