dsh-local-devkit：为 Harness 补齐本地事实层

dsh-local-devkit 为 DeepSeek Harness 补齐本地事实层：env_probe 与 health_probe 探测环境与功能产出，git_* 工具只读/受控提交，写入前自动 checkpoint 并可 fs_restore 回滚，project_check 按 Node/Python/Go 项目声明运行 typecheck、lint、test、build。纯 Node 内置模块、无第三方依赖。安装需在插件目录执行 node scripts/install.mjs，要求 DSH >=0.2.1-rc.3。
