dsh-verify-cheap：用最低成本验证改动

dsh-verify-cheap 是 Ushio155 维护的 DSH 工作流插件，安装后注册 verify-cheap 技能，指导 agent 按 L0–L3 成本阶梯选择能给出明确结论的最便宜检查，用条件轮询替代固定 sleep，并将档位与实测耗时写入 .verify-cost.md。附带零依赖 Node 脚本 wait-until.mjs 与 measure-runtime.mjs，可脱离 DSH 使用。安装：dsh plugin --profile web add github:Ushio155/dsh-verify-cheap。MIT 0.1.1。
