Install a task watchdog for DeepSeek Harness with dsh-stall-guard

DSH-Stall-Guard is a DeepSeek Harness task watchdog plugin maintained by akira399. It tracks the last activity and in-flight operations of each session, and only injects引导 messages in the order of "troubleshooting → repair → redirect direction" during true silence when the session is running, has no events and no in-flight calls, and will never terminate ongoing tasks.
