dsh-verify-gate：把 Agent 验证改成声明式门禁

dsh-verify-gate 由 LosEcher 维护，将 verify-gate 包装为 DSH Agent 工具 verify_run。通过 TOML 清单声明 file、cmd、http、git、json 等检查项，返回 verdict 与逐项 pass/fail/na 报告，并以 exit 0/1/2 作门禁。需先 cargo install verify-gate，再按 README 将插件加入 web profile；改 host 后需重启 dsh web。适合把「改完必验」从模型散文行为固化为可重复清单。
