mmv-dspic: Local EDA Toolchain for DeepSeek Harness with MATLAB, ModelSim, and Vivado

mmv-dspic is a DeepSeek Harness (DSH) plugin oriented toward digital communication IC design, aiming to encapsulate MATLAB, ModelSim, and Vivado as standard tools callable by an Agent to simplify the manual chaining of local EDA toolchains. The plugin provides 7 core commands: `mmv_check_env` is used to probe environment versions; `mmv_project_init` initializes a workspace containing directories such as matlab, rtl, sim, etc.; `mmv_matlab_run` executes algorithm modeling or reference simulation; and `mmv_modelsim_compile` and `mmv_modelsim_simulate` are respectively used for RTL source code compilation and batch processing.
