DeepSeek Harness Qoder CN Compatibility Plugin

`minglu6/dsh-provider-qoder` is an adapter plugin for DeepSeek Harness (DSH), designed to encapsulate the complex protocol details required to integrate with the Qoder CN model service, such as COSY signing and WAF encoding. The plugin handles route registration, streaming, retrieving the live model catalog, and managing authentication by exchanging a PAT for tokens. It can be installed and enabled via the command line, and supports both public cloud and enterprise VPC usage.
