Estimate Before Build

The `estimate-before-build` plugin requires an agent to perform estimation before code generation, addressing budget overruns caused by ambiguous requirements. It converts requests into bounded task lists, requiring S/M/L/XL effort estimates for each task and explicitly naming sources of uncertainty. Its core mechanism is “presenting choices”: before execution, developers must choose between full-scope execution, reduced scope, or first exploring unknowns. Estimates are logged and used for later “endpoint reconciliation” calibration to improve the accuracy of future estimates. The tool is suited for scenarios where scope and budget must be defined before code generation.
