dsh-wsl-uia: Observing and Controlling the Windows UI from WSL

`dsh-wsl-uia` is a plugin for DeepSeek Harness that addresses permission isolation issues when interacting with the host Windows graphical user interface (UIA) in a WSL environment. The plugin allows you to enumerate top-level windows, read the element tree, and identify controls via observed handles from within WSL.
