dsh-wsl-editor: Open WSL Paths in a Windows Editor

`dsh-wsl-editor` is a modular plugin for DeepSeek Harness (DSH) designed to address the pain points of switching between the WSL environment and Windows editors. It provides a `win_editor` tool that uses path mapping to allow direct opening of files under WSL paths from the Windows side.
