Introducing the DeepSeek Harness Plugin: dsh-workspace-intelligence

`dsh-workspace-intelligence` is a standalone plugin for DeepSeek Harness designed to address the need for agents to look up code structure using only symbolic names — such as class names or function names — without relying on contextual information. It provides deterministic search through the LSP `workspace/symbol` request.
