dsh-web-lifecycle: Add Restart and Shutdown Buttons to the Sidebar

The dsh-web-lifecycle plugin addresses the issue in DSH Web development where frequent server restarts or shutdowns require interrupting terminal sessions. It provides "Restart" and "Shutdown" buttons at the bottom of the sidebar and is built using Node.js built-in modules. The Restart feature preserves the port and cookie, and can trigger the wrapper to restart automatically via Exit Code (75) or wait independently for a health check. The Shutdown feature (Exit Code 0) stops the server and attempts to close the tab; if this fails, it displays a full-screen notification. The plugin offers configuration options to control confirmation dialogs, timeout duration, and log output. After installation, restart `dsh web` and refresh the page to use it.
