dsh-url-tools: DSH Plugin URL Parsing and Redirect Expansion Tool

`dsh-url-tools` is a zero-dependency, pure ESM URL handling plugin for DSH. It provides the `url_tool` tool, which supports four core capabilities: parsing URL structure, cleaning tracking parameters such as UTM parameters, encoding and decoding strings, and expanding HTTP redirect chains. It is designed not to throw exceptions; all errors are returned in a structured format. Using it requires enabling the `network:outbound` permission and DSH version 0.1.0-rc.6 or later.
