dsh-ui-pricing: Configurable Cost Pricing for DeepSeek Harness

`dsh-ui-pricing` is a user-configurable cost tracking plugin for DeepSeek Harness. It allows setting per-model prices and adjusting daily costs through time-based policies and multipliers. The plugin displays spending in real time in the composer interface via CostLine and supports correcting estimated values. After installation, restart the `dsh web` process; if installing from source, pay attention to the pnpm configuration.
