dsh-turn-budget: Adding fail-closed steps, tools, and token budgets to DeepSeek Harness per turn

dsh-turn-budget is a fail-closed resource governance plugin for DeepSeek Harness (DSH), maintained by Nunchakus888 and following the MIT license. It independently sets three types of limits for each Agent turn: model step count, tool execution count (including nested dispatch), and token usage reported by the provider. After the quota is exhausted, subsequent requests are rejected before execution, and the turn is closed with a blocked status.
