dsh-tool-cordis-local: DeepSeek Harness Runtime Checks and Dynamic Plugin Toolset

It refactors runtime checks that depend on process-level registries and dynamic plugin capabilities into a standard host-level toolset, allowing presets to be copied and reused in any session. The plugin provides tools such as `cordis_inspect_list/query/self` for viewing session state and definitions, as well as tools such as `cordis_define/run/stop/undefine` for managing plugin lifecycle. Since it involves JavaScript execution, permissions must be carefully controlled when used, ensuring that it is disabled only in untrusted sessions.
