@zhourenke/dsh-tool-call-limit: DSH Tool Call Quota Limitation Plugin

The `@zhourenke/dsh-tool-call-limit` plugin limits the number of tool calls a DSH Agent can make within a single step, preventing excessive concurrency. It calculates quotas independently across four dimensions: Agent, turn, step, and tool name. After installation, restart DSH and override the plugin ID in the configuration to enable the limit. Once the quota is exhausted, it supports either `deny` (direct rejection) or `ask` (approval workflow) mode. Note that this plugin only limits the number of calls entering ToolRuntime and does not limit multiple operations within a tool.
