dsh-team-panel: A DSH Plugin for Tracking Token Usage Across Team Projects

`dsh-team-panel` is a DSH plugin for accounting token usage across team projects. It addresses the problem of fragmented usage and the inability to split it by project when multiple team members use AI in parallel. Core features include: members must first select a project before usage is tracked, and usage is visible to the whole team; real-time countdown based on peak/off-peak billing rules; a persistent panel at the bottom of the sidebar; a zero-dependency team server that reports only usage counts, not content; built-in network connectivity self-check; and support for autostart on boot and automatic restart after crashes. After installation, members can join via an invitation code and monitor project usage on a unified panel.
