dsh-skill-preferences：在 DSH 中分层管理 Skill 开关

dsh-skill-preferences 是 zc679087 维护的 DSH Web 插件（0.2.2，MIT），在 Settings → Skills 中按 Global、This user、This workspace 三层持久化禁用 Skill，限制按并集合并，多用户下全局写入限 admin。安装命令为 dsh plugin --profile web add dsh-skill-preferences@0.2.2，重启 Web 后即用；并提供 /plugin-skill-preferences/list 与 setEnabled HTTP API。插件通过 Skill 提供方策略在 Live Agent 中抑制已禁用 Skill，适合多 Skill、多账号、多项目防误触场景；安装前请审阅源码与许可证。
