DeepSeek Harness Plugin: dsh-skill-gate Skill Triggering and Selection Gate

`dsh-skill-gate` is a DeepSeek Harness plugin designed to address issues of model skill-selection bias and unclear intent. It intercepts the skill dispatch process and returns the final decision to the user. The plugin provides a native UI to display candidate skills, supports a 10-second timeout with automatic fallback to the default skill, and is compatible with headless mode. Note that this plugin has been superseded by `dsh-skill-ledger`, and only one gate can be enabled at a time.
