dsh-skill-dossier: A Skill Profile and Work Report Plugin

The `dsh-skill-dossier` plugin is designed to address the issue of scattered and hard-to-manage skill files in DeepSeek Harness. It provides three core modules: skill management (supports browsing, disabling, and reinstalling), skill dossiers (records direction, boundaries, and costs), and work reporting (converts daily briefings into daily, weekly, and monthly reports). The plugin supports management through three model-side tools: `skill_dossier`, `skill_archive`, and `skill_review`. Installation requires a DSH Web Profile and compliance with Node.js version requirements. It currently supports macOS/Linux only and does not support Windows.
