dsh-rst：在会话里用 /rst 重启 DSH 并收回执

dsh-rst 为 DeepSeek Harness 提供用户斜杠命令 /rst：由 detached 启动器 relaunch.cjs 在 Windows 10/11 上关 Host、等端口并拉起同一 exe，重启后在新 Host 内向原会话追加命令回执。支持 --dry-run、pending.json 交接与安全闸校验。适合插件开发与频繁验证场景；安装后需重启一次 DSH，可用 npm 或 GitHub 安装。
