dsh-restart-confirm: One-Click Restart Button in DSH Web UI Sidebar

A DeepSeek Harness (DSH) Web process restart plugin that adds a one-click restart button to the sidebar. It prevents accidental task interruption through mandatory double confirmation and an automatic relaunch mechanism.
