dsh-ps-preflight：Agent 執行 PowerShell 前的靜態分級與審計

dsh-ps-preflight 是 DSH 社區 admin-security 插件，在 pwsh/powershell 工具調用前通過 tools/pre-execute 做零依賴、離線的靜態風險分級（none/low/medium/high），覆蓋刪除、覆蓋、下載、憑據等規則，high 檔需面板或 harness 二次確認，全量寫入 JSONL 審計。默認 enforce 即用，支持 audit 只記不攔。本文基於官方 README 介紹安裝命令、配置項、面板用法與能力邊界，並說明其與 dsh-warden 的差異。
