dsh-plugin-devecocli: Integrating HarmonyOS development tools into DSH

dsh-plugin-devecocli is an MIT-licensed plugin for DeepSeek Harness (DSH) designed to integrate common CLI capabilities used in HarmonyOS development into the DSH environment. This plugin is based on @deveco/deveco-cli, enabling agents to directly invoke 13 harmony_* tools, covering device and emulator management, screenshots, UI tree export and interaction, project build and deployment, log capture, code linting, signing material generation, offline documentation search, and whitelist-restricted command execution.
