dsh-plugin-deepseek-clock：Composer 里的 DeepSeek 峰谷价与余额

Elmeis 维护的 DSH 客户端插件，在选中 DeepSeek 路由时在 Composer 工具栏显示 chip：绿/红点表示北京时间峰谷窗口，文字显示 API Key 或 Platform 账号的充值余额；popover 含时段表、费率与账号状态。峰谷本地计算，余额经官方 balance 或 Platform get_user_summary 获取，缓存一分钟。安装包名 dsh-plugin-deepseek-clock，需 Node≥20 与 DSH 0.2.x；不跟踪法定节假日。
