dsh-openkapsel: Remote OpenKapsel Workspace Bridging

`dsh-openkapsel` is a plugin for DeepSeek Harness (DSH) designed to give agents the ability to operate remote OpenKapsel workspaces. It invokes remote resources through skill-driven tool calls and provides a unified `kapsel_*` tool interface. The plugin is installed via the DSH package manager and is installed by default in the `web` profile. To use it, select the **OpenKapsel Remote** preset and configure the connection using the `kapsel_config` tool. In terms of permissions and security, the plugin strictly distinguishes between local and remote permissions. Under the Remote preset, the model has no access to the host filesystem or Shell and can only run fixed Python code.
