MCP Server Management Panel for DeepSeek Harness (DSH) Web GUI

The DSH Web GUI plugin `dsh-mcp-skill-control` provides a graphical interface for managing MCP servers and local skills, eliminating the need for manual configuration file edits. It supports checking server status, starting, stopping, and restarting servers, adding servers (including via JSON import), deleting servers, and running diagnostic probes.
