dsh-limit-timeout: Limit the wait time for a single DSH Agent tool call

dsh-limit-timeout is a DSH security plugin used to intercept and control wait time before tool calls. It supports setting a global default wait limit, a hard ceiling, and allowing the model to request an increase. The plugin intercepts timeout requests during the `tools/pre-execute` phase, provides alternatives, and logs events. Installation requires DSH version >= 0.2.0-rc.1, and configuration is managed through the Web interface. The plugin mainly constrains model-controllable wait parameters without affecting a tool's own deployment timeout.
