DeepSeek Harness (DSH) Permanent Plugin: dsh-light-tool (DLT)

`dsh-light-tool` (DLT) is a permanent plugin for DeepSeek Harness (DSH), designed to address three major pain points for developers: opaque costs, cumbersome document processing, and difficult environment management. It comprises six core modules, including RMB cost tracking, account balance display, document reading/writing and preview, and compilation/runtime environment management. DLT supports runtime on-the-fly toggling and configuration overrides, and provides utility functions such as `dlt_run`, `dlt_build`, and `dlt_doc_read/write/convert` to conveniently run programs, build projects, and handle various document formats.
