dsh-knj-obsidian: DSH Built-in Obsidian

The built-in Obsidian plugin for DeepSeek Harness (DSH) is designed to build project-level knowledge bases. The plugin provides v1 build tools (supporting incremental writes, snapshot capture, and health checks), v2 dual-channel retrieval (with tools and skills sharing an L1–L4 hierarchical strategy), v3 graph export (supporting HTML/JSON), v4 UI sidebar, and v5 note editing.
