dsh-italy: Italy Country Plugin

The dsh-italy plugin for DeepSeek Harness (DSH) is an Italy-specific plugin implemented in pure Node.js with no runtime network dependencies. Before installation, ensure that the `@deepseek-ai/cordis` version is 4.0.1 or higher and the `@deepseek-ai/dsh-tools` version is 0.1.0-rc.6 or higher. Because the plugin runs with DSH process privileges, it is recommended to review the source code before installation. The repository currently does not provide specific usage examples.
