dsh-interject：在下一步边界送达排队消息，不打断当前模型调用

dsh-interject 是 DSH 宿主侧工作流插件，由 sdlhs 维护。Agent 忙碌时「排队并发送」的消息默认进入 next-turn，需等整轮 turn 结束才被认领；本插件在策略匹配时将消息提升到 next-step，于下一个 step 边界进入对话历史，且不 abort 当前 llm.stream 请求。默认 onQueue 为 steer、onSteer 为 pass，不额外发请求；配置 ~/.dsh/dsh-interject.json 可热重载。可从 DSH 插件市场搜索 dsh-interject 安装，或通过 cordis.patch.yml 挂载。
