dsh-hyper-tools: A Plugin to Resolve the Charm Hyper Gateway 10 MiB Limit

`dsh-hyper-tools` is an open-source plugin that addresses the Charm Hyper gateway request body size limit (10 MiB). By intercepting requests and dynamically replacing stale images with placeholders, it ensures the request body stays within the `maxRequestImageBytes` budget. If the initial attempt fails, the plugin automatically retries and further reduces the budget. It is highly configurable and effectively handles `400 invalid request body` errors caused by accumulated images in long conversations.
