dsh-hr-payroll-mcp: Localized Payroll Calculation MCP Service

This is a local-first, general-purpose HR payroll MCP service designed to address the complexity of enterprise payroll rules and the security concerns of uploading data to the cloud. The plugin runs in zero-dependency Node.js ESM mode and provides generic header adaptation, enterprise configuration read/write, a statutory calculation engine, secure formula evaluation, and payslip export. It supports social insurance and housing fund parameters for 12 cities (2026-ref version) and allows users to extend coverage to cities not yet included via the `refresh_statutory` tool. During deployment, configure an absolute path or environment variables to ensure payroll logic runs locally, meeting offline audit and data security requirements.
