dsh-hebrew-rtl: Hebrew RTL Rendering Support for DeepSeek Harness

The `dsh-hebrew-rtl` plugin for DeepSeek Harness (DSH) is designed to address rendering incompatibilities in the Web UI for RTL languages such as Hebrew. It uses JavaScript to automatically detect the language of a block, determines the block direction based on the ratio of Hebrew to Latin words, and corrects Bidi metrics and shortcut behavior in input fields. It can be installed via the command line, requires no build step, and is intended for Hebrew environments only.
