DeepSeek Harness Plugin: dsh-github-companion

The GitHub companion plugin for DeepSeek Harness (DSH) calls the GitHub API directly, eliminating the dependency on the `gh` CLI and realizing an “everything is a plugin” integration philosophy. It is mounted as three Cordis bundles and provides 33 REST/GraphQL tools covering both read-only discovery and write operations, with built-in permission validation and cost control.
