dsh-genie: Keep DeepSeek Harness's Wishes Alive

`dsh-genie` is a plugin for DeepSeek Harness (DSH) intended to convert runtime-validated dynamic packages into permanently installed plugins. It provides tools such as `genie_keep` and `genie_wish`, allowing an agent to solidify temporary code and generate wish files containing `package.json` and `index.js`. After installation, restarting `dsh` loads the wish as a regular Node.js module. The tool uses `node --check` to statically validate the code, but once persisted it runs outside the sandbox in a normal environment. Because the persisted code retains full context and is not sandboxed, carefully review the source code before restarting to ensure safety.
