DeepSeek Harness Flat Team Plugin Introduction

`dsh-flat-teams` is a workflow plugin for DeepSeek Harness (DSH) designed to address the state-tracking confusion that can occur between independent windows in multi-agent collaboration. By using a flat team architecture, the plugin provides team creation, member management, and structured task dispatching, while supporting task state transitions (pending → completed) and offline delivery.
