dsh-console-utf8: Fixing Garbled Text in the Windows Console

This plugin is designed to resolve console garbled text issues in the DSH runtime on Windows. By forcing the console code page to UTF-8 (65001), it ensures that non-ASCII characters and native process output are displayed correctly. The plugin runs with the permissions of the current process, making it suitable for handling log output containing special characters on Windows.
