dsh-claude-plugin-loader: Enable DSH to Directly Load Claude-Style Plugins

The DSH (DeepSeek Harness) plugin `dsh-claude-plugin-loader` is a compatibility layer designed to enable DSH to load Claude-style plugins. Its core capabilities include scanning and deduplicating `~/.claude/plugins/cache`; registering skills and slash commands via `skills/` and `commands/*.md`; providing a tool to view plugin status; and supporting SessionStart hook bridging and hot updates. It can be installed via command, and users can configure the scan directory, enable plugins, and turn on SessionStart hooks. Some features, such as MCP, are not yet implemented.
