DeepSeek Harness Plugin: dsh-better-restart

`dsh-better-restart` is a community plugin for DeepSeek Harness (DSH) that adds an “in-place restart” feature to the web interface. It interacts between the host side and the client side, with support for confirmation mechanisms and status feedback. The plugin prefers `appRestart` and falls back to Root-include recompose mode.
