dsh-api-dashboard: DeepSeek Harness Multi-Platform API Balance and Usage Dashboard

`dsh-api-dashboard` is a client-side plugin for DeepSeek Harness, designed to address the pain point of frequently checking balances when making multiple API calls. It provides real-time multi-platform status monitoring with a three-layer UI design, usage estimation, playful billing, and balance alerts, while supporting one-click top-ups and configuration persistence. The plugin supports China-based platforms (such as DeepSeek and Zhipu) and overseas platforms (such as OpenRouter and xAI). Data is read from environment variables; without a cookie, it returns 401, and platforms without a public API are shown as "Not Open". It is currently desktop-only.
