dsh-agent-instructions: DSH Native AGENTS.md Graphical Editing Panel

The DSH plugin dsh-agent-instructions provides direct editing of instruction-chain files via a sidebar panel, with pause/enable controls and budget visualization. Manual maintenance of instruction chains is cumbersome, so this tool offers visual management, including editing AGENTS.md files, controlling effective scope with a .disabled suffix, and displaying instruction usage. Technically, it uses a hand-written React bundle, follows DSH design tokens, enforces strict permissions by only reading and writing whitelisted files, and makes zero external requests.
