dsh-WeCom-notify: Receive task notifications in DeepSeek Harness using WeCom

dsh-WeCom-notify is a plugin for DeepSeek Harness (dsh) developed by GuZhengSVT and released under the MIT License. It automatically pushes notifications via the WeChat Work official group robot webhook when a `goal` task is completed or blocked, or at the end of every round of conversation, without relying on the model to actively invoke it. The plugin provides the `wechat_notify` tool for agents to send progress updates, supporting simultaneous notifications to multiple groups and @mentioning specific members. In terms of configuration, it supports hot-reload from the settings panel, static configuration, and environment variables, with the settings panel configuration having the highest priority. The plugin features built-in asynchronous sending, serial queues, throttling and deduplication, exponential backoff retry, and UTF-8 safe truncation mechanisms. Installation requires building and assembly via bundle (including the settings panel) or patching.
