dsh-commandcode-usage-inline: Inline Command Code Plan Usage Badge in the DSH Composer Toolbar

This plugin provides inline quota monitoring for Command Code models to DSH developers. It appears to the right of the Composer input bar, displaying 5-hour and weekly window usage, remaining credits, and other information, with click-to-expand details. The plugin automatically polls data every 60 seconds and supports error notifications and multi-account display. As a purely client-side plugin, it relies on the `mars-sea/dsh-commandcode-provider` data source, occupies no sidebar space, and coexists with existing sidebar plugins and `dsh-musage`.
