Use dsh-plugin to drive the local Tabbit browser with DeepSeek Harness

The dsh-plugin maintained by Tabbit-Browser integrates the CLI and Runtime of the Tabbit Browser into DeepSeek Harness. After installation, the Tabbit Browser Skill will be automatically loaded, and `tabbit_browser_install` will be used to detect the 1.9.0 official version and download and install the installation package according to the region when necessary.
