DSH Web Sidebar: Routine Taskboard

`amoss-1/routine-taskboard` is a plugin for DeepSeek Harness (DSH) that transforms the sidebar into a “Routine Taskboard” for visual monitoring and management of background tasks. Since v0.1.9, the plugin is fully self-contained and supports Windows scheduled tasks, script step display, and health status indicators. Users register tasks via JSON configuration files and use APIs to run, start, and stop tasks, effectively reducing operational costs.
