dsh-manage-api：在 DSH 里托管 ManageAPI 守护进程与用量回写

dsh-manage-api（ZYH1207）是 ManageAPI 的 DeepSeek Harness 客户端插件：attach-or-spawn 守护进程、设置页与主面板管理站点比价与决策、loopback 代理与白名单写通道、真实用量回写与预算熔断。安装命令为 dsh plugin --profile desktop add github:ZYH1207/dsh-manage-api；配置见 cordis.patch.yml。模型接入写 DSH provider，不展示网关 Key。
